Basically, the entire show was based in a world where cats walked and talked like humans, or more specifically, a city, called MegaKat City.
Int teh city was a group called teh Enforcers, sort of like the a military police force.
The SWATKats are a pair of hardcore former Enforcers who were kicked out for disobey8ing orders which caused damage to Enforcer HQ. They were then forced to pay off their debt by working at a city controlled scrap yard. This scrap yard was also a dumping place for the Enforcers, where they dumped fuel, engines and other things.
Using this, Jake, the inventive Kat, created an arsenal of high tech weapons and vehicles, more notably their jet, the TurboKat, and as Razor he and his buddy, Chance, aka T-Bone, roar across the skies of MegaKat city, defending the innocent, and the enforcers, from the evil that targets it. They are the SWATKats, and they are damn good at their job.
